Privatized Airline Security?

Harper explains that a privatized, distributed, and diverse airline security would be more effective than increased standardized security at airports.
The increased security of the past few years incentivizes terrorists to innovate and come up with new methods to carry out their attacks. Think about the explosive hidden in the terrorist’s shoes in 2001, or the explosive mixture strapped in the terrorist’s underwear in 2009.
Harper points out that privatization of airline-based security would be a more effective solution. Privatizing airline security would make safety procedures unpredictable, less invasive, and more efficient, therefore guaranteeing greater safety to passengers and crew members.
